The.exe file is the file that you download. You don't execute it, you just download it and open it with whatever application you want to use it with. If it is a portable app (one that runs on different computers), it will run without an installation. You can just double-click the.exe to run it, or you can right-click the.exe and choose to open it.
If you're trying to run a Mac app on Windows, it will typically be installed as an app named "app.app" (or something with "app" in it) and placed in /Applications.
To open the file with a browser on Windows, you will need to download the.exe file (or just the.dmg file) first, then double-click it to open. You should be able to right-click the.exe and open it that way as well.
